Toga Himiko is a member of the League of Villains which is now the Paranormal Liberation Front. Toga joins the League of Villains because she has a strange dependence on blood. Due to her obsession, Toga is not accepted, neither by society nor her family.

When no place accepts her, the League of Villains is the only place Toga can be herself. Her obsession stems from her Quirk. Toga has a Quirk related to blood so she has a high affinity for blood.
